Kurt Farrugia set to be appointed Residency Malta CEO

Transport Malta CEO Kurt Farrugia is set to be appointed chief executive of Residency Malta, MaltaToday has reported.

Farrugia will replace Jonathan Cardona, who passed away earlier this month.

The decision follows a fallout between Farrugia and Transport Minister Chris Bonett, with disagreements reportedly centred on concerns over Bonett’s attitude and managerial style.

Sources told MaltaToday that discussions regarding Farrugia’s transfer have been ongoing for several weeks. Government officials are understood to have identified him as Cardona’s successor shortly after the latter’s sudden death.

Farrugia has served as chief executive of Transport Malta since January 2024, leading the authority responsible for the country’s transport infrastructure and regulatory framework. During his tenure, he oversaw key aspects of Malta’s transport administration and policy implementation.

Before taking the helm at Transport Malta, Farrugia served as head of government communications and spokesperson for former Prime Minister Joseph Muscat. He became one of the most recognisable figures within the Labour administration and played a prominent role in several Labour Party electoral campaigns.

His appointment will place him in charge of Residency Malta, the agency responsible for administering Malta’s residency-by-investment programme, one of the country’s most significant migration and investment initiatives.

The move comes amid broader changes within the government following last month’s general election. Prime Minister Robert Abela reassigned Chris Bonett to the transport portfolio but removed responsibilities related to infrastructure from his remit.
