Driver with ‘alarming record’ jailed after repeated traffic offences

A 22-year-old man was sentenced to one year in prison after admitting to driving in a reckless and dangerous manner without valid insurance in Marsa.

Ransdon Debono also admitted to disobeying orders from a public officer and breaching two sets of bail conditions.

The defence requested a pre-sentencing report, which was prepared by probation officer Glenn Grixti and presented in court.

The report highlighted that the accused needs to address several aspects of his life, including following professional guidance to reduce or eliminate cannabis use, stop abusing cocaine and secure stable employment. It also stressed that he must understand the seriousness of driving without a licence.

The report further noted that the aim is for Debono to stop repeatedly appearing in court and adding to his already extensive list of pending cases. It emphasised the need for him to become more independent and to stop being a financial burden on his family.

According to the probation officer, Debono has been given multiple opportunities for reform but has continued to commit offences, including ones for which he had already been convicted. The recommendation was that a custodial sentence should be imposed as a deterrent, with the aim of encouraging him to respect the laws of Malta.

In its decision, the court described Debono’s criminal record at such a young age as “alarming”.

It noted that many of his offences are traffic-related and that these proceedings mark the fourth set of traffic-related offences, following incidents in May 2021 and twice in February and March 2025.

The court also referred to additional charges involving offences against the police and the use and possession of illicit substances.

The court emphasised that Debono has failed to learn from past offences and continues to accumulate convictions, making an effective custodial sentence appropriate. The court expressed hope that imprisonment would instill a sense of responsibility and steer him away from criminal behaviour.

The court found Debono guilty on all charges following a clear and unequivocal admission. He was sentenced to one year of effective imprisonment, with the period already spent in preventive custody to be deducted. He was also ordered to pay a fine of €5,823.43 and an additional €800.

Furthermore, the court ordered the disqualification of his driving licence for a period of 18 months and revoked his bail, ordered his re-arrest in the relevant proceedings.
