Nearly 200 licences issued and 1,700 inspections carried out in 2025, says SCSA

The Social Care Standards Authority (SCSA) issued around 200 licences in 2025 to operators providing community-based social care services, the Ministry for Social Policy said in a statement.

The Authority carried out 1,762 inspections during the year, with most focusing on disability services, child services, domestic violence support, and addiction-related services.  These inspections were aimed at improving service quality, emphasising that behind every case there is an individual and a family requiring continuous support and care.

The Authority processed 41 adoption applications in 2025, while 13 adoptions – both local and international – were finalised by Maltese courts.

The figures were presented during a press conference marking the publication of the Authority’s 2025 annual report, which highlighted increased regulation, interventions, and planning to strengthen social services nationwide. The Authority also opened 20 investigations during the year to identify serious shortcomings in certain services.

“This authority will continue to be given all the autonomy to decide in the best interest of the individual,” Social Policy Minister Michael Falzon said.

SCSA CEO Ruth Sciberras stressed the importance of cooperation when shortcomings were identified.

“It is important that where there are shortcomings, we see a willingness to cooperate with the Authority so that standards continue to improve,” Sciberras said.
