New OHSA administrative instrument establishes mandatory measures in cases of extreme weather<\/p>\n
The Minister for Justice and Reform of the Construction Sector, Jonathan Attard, has announced the introduction of a new administrative instrument establishing mandatory measures in cases of extreme weather. <\/p>\n
He reaffirmed the Government’s commitment to further strengthening a culture of prevention, responsibility, and the highest standards of occupational health and safety at the workplace. The minister was addressing a Business Breakfast organised by the Occupational Health and Safety Authority (OHSA) in collaboration with Times of Malta<\/i>, under the theme “Beyond Compliance Towards Elevating Workplace Well-Being in Malta.”<\/p>\n
Referring to the reforms and investment carried out in recent years within the Occupational Health and Safety Authority, the Minister announced the introduction of a new legally binding administrative instrument establishing mandatory measures in cases of extreme weather. <\/p>\n
This instrument was developed following recent severe weather events that affected the country and highlighted the need for a clearer and enforceable framework to protect workers, particularly those working outdoors. <\/p>\n
The instrument will come into force when a red weather warning is issued by the competent authorities and will include mandatory preventive measures, including risk assessments and contingency plans, the suspension of outdoor works during dangerous conditions, and clear, structured procedures for the safe return to the workplace. The instrument was subject to public consultation and was finalised following discussions with social partners, including representatives of workers and employers. <\/p>\n
The Minister added that this is the second administrative instrument introduced by the Authority in recent months, following the one related to high temperatures. “This demonstrates how the new Occupational Health and Safety legislation is enabling more rapid and effective action in response to emerging challenges,” Minister Attard emphasised.<\/p>\n
The Minister held that the next step must be cultural: organisations should not wait for an inspection to act, but should integrate the physical, mental and social well-being of workers as part of their corporate governance. <\/p>\n
“The Government will continue to provide the framework, the resources and enforcement where necessary, but culture is built only through partnership,” Minister Attard stated. In the context of Malta Vision 2050, the Minister emphasised that health and safety must be an essential pillar of sustainable development and quality of life for future generations.<\/p>\n
The Chief Executive Officer of OHSA, Josianne Cutajar delivered a detailed presentation on the significant work carried out by the Authority, particularly highlighting how investment in infrastructure, human resources and technical capacity has not only strengthened enforcement but also fostered a stronger culture of awareness, responsibility and higher standards.<\/p>\n
“Health and safety are not an administrative burden. They are a national priority and an investment in the life and dignity of all Maltese and Gozitan workers,” Cutajar stated.<\/p>\n
The programme continued with a panel discussion bringing together key representatives of the social partners, including Ivan Refalo, President of the Malta Employers Association; Greta Rapa, Council Member of the Malta Chamber of SMEs; Marthese Portelli, Chief Executive Officer of The Malta Chamber; Kevin Camilleri, Deputy Secretary General of the General Workers’ Union; Josef Vella, Chief Executive Officer of UĦM; and George Steve Darmanin, President of MOSHPA. The discussion focused on how the principle of “Beyond Compliance” can be translated into practice through responsible leadership, collaboration and a stronger culture of prevention in workplaces.<\/p>\n
In his concluding address, the Chairman of the OHSA Board, Pierre Fava spoke about the strong collaboration between the Board and the Authority’s administration, particularly in the implementation of the work plan. He expressed his satisfaction with the dialogue that took place during the conference and emphasised that this should become an annual event confirming that the Authority’s doors remain open for dialogue and continued strengthening.<\/p>\n
