Government launches Arts Council Strategy 2030 to strengthen cultural sector

Arts Council Malta officially launched its Strategy for 2030, during an event attended by cultural stakeholders, artists, and representatives from the creative sector, the Culture Ministry said in a statement.

The new strategy sets the direction for the cultural and creative sectors in Malta over the coming years and aims to address current challenges through a structured and practical framework.

The strategy is built on three main pillars: professional development, cultural rights, and internationalisation, the statement said.

“The Strategy 2030 reflects the Government’s commitment to placing culture and the arts at the centre of Malta’s long-term development,” Culture Minister Owen Bonnici said.

The strategy is also guided by five core principles, including inclusion and diversity, democratic representation, and wellbeing as essential conditions for a sustainable cultural ecosystem.

The plan includes 55 action points that will guide implementation, supported by detailed roadmaps, monitoring structures, and regular public reporting to ensure transparency and ongoing evaluation.

“Strategy 2030 is not just a document, but a decisive step towards a stronger, more sustainable and inclusive cultural ecosystem,” Arts Council Malta Chairman Luke Dalli said.

The strategy emphasises creating better conditions for artists and organisations to grow sustainably, plan long-term, and strengthen both local and international cultural connections, the Ministry said.

It positions culture and the arts as central to national development, innovation, education, and community wellbeing, it said.

“A strong cultural sector requires more than goodwill; it needs the right conditions such as fair practices, long-term planning, and meaningful access,” Arts Council Malta Strategy Director Daniel Azzopardi said.

Co-author of the Strategy Professor Valerie Visanich said that the strategy is not only a plan of action, but rather it is a live framework built on active listening, continuous research and co-creation with the sector.

She said that the strategy recognises culture as a complex social ecosystem, which adapts in a dynamic manner, to reflect and support realities, challenges, and artists’ potential.
